Incrementalism in Appropriations: Small Aggregation, Big Changes
نویسنده
چکیده
U.S. federal budget dynamics, as a major attribute of the legislative and bureaucratic decision-making processes, increasingly calls into question the scholarly focus on incrementalism. What constitutes a “small” change is largely unspecifi ed in previous research that has also been unable to assess incrementalism across multiple levels of aggregation. Using a unique budgetary database, this article analyzes whether budgetary changes are in fact “small” at diff erent levels of aggregation. Surprisingly, a low proportion of changes are small by any logical standard. During most years, more than one-fi fth of budgetary changes are greater than 50 percent, and nearly half are more than 10 percent. Th e level of aggregation is also important for assessing whether political variables infl uence incrementalism. A salient fi nding: change in party control refl ects greater infl uence within micro-level budget decisions, while divided government manifests more impact on aggregate-level budget decisions.

Th e literature on budgeting in the public sector has traditionally focused on the annual budgetary process. Much less attention has been paid to rebudgeting—that is, what governments do to revise and update their budgets during the fi scal year. Because of its potentially large impact on appropriations, rebudgeting seemingly deserves more attention than it has been granted so far. Th is articl...

Introduction Budget dynamics may sound as a contradiction in terms to scholars familiar with Wildavsky and colleagues' seminal work on public budgeting (Wildavsky 1964). As stated by Davis, Dempster, and Wildavsky (1966, 529): " This year's budget is based on last year's budget, with special attention given to a narrow range of increases or decreases. " For some years this simple model was cons...

We report herein the development of a highly sensitive colorimetric method for the detection of 4-hydroxy-2-mercapto-6-methylpyrimidine (MTU) which acts as an anti-thyroid drug utilizing citrate capped gold nanoparticles (Au-NPs). This thiol-containing molecule exhibits intriguing affinity with Au-NPs. The reactivity involves the displacement of the citrate shell by the thiolate shell followed ...
